Hmm, no, it should be the same behavior. Nothing but having powershell installed is required on a target machine in either case. Let me run some tests here.

Well, I have had it running, simulating text input, all day long on your file and nothing happened. I am adding code to force a region reset when saving, so with the next build, if that happens please hit save and see if it helps. What hosting option did you choose in the packager?
Is your environment a domain server environment?
I am wondering if your "Administrator" userid is shadowed by a domain userid of the same name.

Ok, if it expands and doesn't fold anymore, are the lines and +/- icons gone too? If the regions go away that would point to a parser problem.
Also, does this happen more frequently if you had it running for some time?
